You Don’t Think the US is Broke?

Let’s look at the simple numbers of our national debt. Our on-the-books national debt is $11.6 trillion. But off-the-books federal debt, including Medicare and Social Security, is $107 trillion. This is not a made-up number; this is the money we should have in the bank, according to the federal government’s own accountants, to pay for our current promises to our retirees and future retirees, and this doesn’t include unfunded obligations that we have to the pensions and benefits promised to federal workers and veterans. Nor does it include huge unfunded pension and benefit obligations for other public employees at levels below the federal government.

Plan for Guard Troops on Border Stalls Over Money

WASHINGTON — A government plan to use National Guard troops to help stem Mexican drug violence along the southern border is stymied by disagreements over who will pay for the soldiers and how they would be used.

Ordered by President Barack Obama in June to help secure the border with Mexico, the Pentagon and the Homeland Security Department drafted a $225 million plan to deploy temporarily 1,500 Guard troops to supplement Border Patrol agents.

The two agencies are wrangling over how to structure the deployment, but the primary sticking point is the money, according to senior administration officials who spoke on condition of anonymity to discuss internal deliberations.

In days where economics and government spending feature the term ‘trillions’ to quantify dollars in the equation the Obamanation has the audacity to propose immigration reform as a major agenda item. If $225 million is a sticking point for a National Guard presence on the southern US border to protect against a criminal element in the drug trade how can one believe the liberal agenda on national defense and border security is anything more than a call for OPEN BORDERS on a permanent basis. Or at least until our nation collapses under the pressure of providing economic support for foreign nationals that their home country refuses to address?

Rationing Healthcare

Both House health and Senate bills require 20 million Americans to use Medicaid for health care coverage. That doubles the number of people on Medicaid while reducing Medicaid’s already low reimbursement rate. Cutting Medicaid payments to doctors and hospitals to subsidize the health premiums of Generation X-ers who can afford to pay for healthcare but don’t leads to rationing.

The White House and Democrats have the gall to respond there is rationing by private insurance companies. Yes, companies use what is known as comparative effectiveness research (CER) to decide what new technologies to pay for. By ignoring individual differences and information from the real world, CER studies wind up showing that there is no benefit to any new treatments most of the time.

There is also rationing by government agencies such as Medicaid and the VA system. Yes Medicare. All using CER.

Forget about grandma for a second. How about the kids?

Congress: What’s Good for Me is Not Good for You

PressRelease.jpgIn 2006, Congress, cloaking cunning with moralizing, effectively outlawed Internet gambling by making it illegal for banks or credit-card companies to process payments to online gambling operations. This was more than moral pork for social conservatives. It also blocked online competitors from poaching gamblers from the nation’s most aggressive promoters of gambling — state governments. They are increasingly addicted to revenues raised by lotteries — the 42 states that have lotteries spent $520 million in 2007 promoting them — and from taxation of other legal gambling. The law exempted Internet state lotteries and two powerful and vocal interests — online betting on horse racing and some fantasy sports betting online.

The obvious contradiction between what those in government preach and what they do is demonstrated in the example above. But there’s more to the story, much more. At least for those who targeted gambling as an evil POLS must address. Read the rest from the George Will column.

Forget Me Not: The Double-dip Recession

Double-dip recession?

As interest rates rise, as they must, and international commodity and other prices rise as the global economy recovers, real, after-tax, inflation and tax-adjusted disposable incomes will continue to fall. This means real consumption can rise temporarily but will likely fall again, giving the United States a double-dip recession.

It is quite possible that the US has not been at risk to this degree since the Cuban missile crisis in 1962. At least back then it seems the fate of the world was in large part dependent on how well the former USSR and the US managed the ‘nuclear threat’ of war. Now it is possible nearly everyone has a nuke. Add to that the common ingredient for war, economic turmoil, and the planet is once again ripe for major conflict.

It would behoove US leaders and ordinary citizens to attend to matters of economics with a conservative approach to resolve financial distress at every level. This would not only improve the bottom lines of everyone involved but strengthen our nation and its defense against external threats. Obamacare and the remainder of the liberal agenda are contrary to those ends.

The Real Healthcare Solution

As you probably noticed already the debate over healthcare reform has been reworded by liberals including President Obama as ‘health insurance reform’.  Continuing with that liberal strategy requiring a ‘villain’ much like criticizing average Americans for voicing opposing viewpoints and opinions on the proposed government takeover of healthcare in the US, President Obama targets insurance companies.

President Barack Obama, who is on a tour of the West that is part family vacation and part health-care swing, used his weekly address to push for his health care reform plan, and continued to take aim at insurance companies, saying “we’re going to pass health insurance reform that finally holds the insurance companies accountable.”

Notice how the quote in the excerpt above uses the words ‘health insurance reform’.  So now the White House has moved from creating a villain to naming the issue after their chosen black hat.  Apparently targeting ordinary citizens as the villains was not working out so well.

Obama: Health Care Reform Critics Are ‘Inventing Bogeymen’

President Obama used his weekly address to supplement the town hall meetings he’s held this week across the country, confronting, what he says, is scary-sounding confusion expressed by some in town halls across the country where “tempers have flared.”

Probably because his approval rating is falling and opposition to current healthcare proposals in DC is rising President Obama has been reported to call for ‘working together’ on reform.  In the ABC News blog post above his search for a villain includes not just the insurance companies but anyone who opposes his agenda.

In the opinion piece below, brief as it is, the title alone suggests one reason why ‘reform’ through government control is not necessary.  There are many ideas for improving healthcare in the US and all is not lost.  This issue does not require a government takeover or even meddling from the POLS in DC.  The single most important role for government to play in this debate has been ignored.  The government should provide a venue for the public at large and the medical industry to reach consensus or substantial agreements to resolve problems without government interference.

A Flood of Ideas About Health Care

The writers touch on a significant but generally overlooked issue in the heated and often nasty debate about health care reform. They refer to pockets around the nation where health care costs are not wildly out of control while the quality of care is maintained at acceptable levels.

But that is an idea not in the liberal agenda for it would not transfer power from citizens and the private sector to government.

Earlier this afternoon, President-elect Barack Obama held a press conference today to introduce the leading members of his economic team, including Melody C. Barnes, Director-designate of the Domestic Policy Council.

Barnes is currently co-director of the Agency Review Working Group for the Obama-Biden Transition Team, following a stint as the Senior Domestic Policy Advisor to Obama for America. She has also served as Executive Vice President for Policy at the Center for American Progress and as chief counsel to Senator Edward M. Kennedy on the Senate Judiciary Committee.

Directly following today’s press conference, we were able to get a few minutes with Melody Barnes to learn a little more about her, and hear what she thinks are the greatest challenges we face and her plans for taking them on.

Since at the time of the posting above Barnes was already announced as ‘on the team’ you might expect ‘change.gov’ would have already known everything about her. The simple fact that she worked for the Center for American Progress and Ted Kennedy should really tell you all you need to know. And this is one of the people the White House is trying to convince you to believe on so-called Obama ‘reality checks’ on healthcare reform.

The following is an excerpt from Think Progress on Melody Barnes and her announced membership to Obamaland:

Later today, President-elect Barack Obama will announce that our friend and former colleague Melody Barnes will be named as Director of the White House Domestic Policy Council. The Council “coordinates the domestic policy-making process in the White House and offers policy advice to the President.” In her new role, Melody will be working with allies such as incoming HHS Secretary Tom Daschle to bring about comprehensive health care reform.

There ya go Think Progress. Remind everyone of the Tom Daschle fiasco. That ought to boost confidence for Obamacare…. NOT! Melody Barnes, friend and former colleague to Think Progress. Sure, we’ll be listening to what she has to say. There’s no chance she was schooled by CAP, Kennedy and Think Progress on how America should be. Right. We’re ready to submit now. Whatever you say must be true. Your words and not those in the current healthcare proposals are what we should believe. Sure. Right. We’ve got it. (NOT)

And not exactly ‘right leaning’ Wonkette has a few words about Barnes and Obamacare:

Look, it’s the adorable newlywed Melody Barnes discussing with a straight(ish) face the REAL TRUTH behind the much-ballyhooed Panel of Experts who will advise you on the best methods for saving the State the cost of supporting your elderly carcass once you no longer serve as an effective food or work source. Apparently the so-called health care “reformers” just want you to be able to access information about getting a living will.

So wuz up? Even the liberals aren’t buying into this?

And then there’s the abortion thing.

Washington, DC (LifeNews.com) — Continuing his quest to put abortion advocates in key places where they could advance a radical pro-abortion agenda, Barack Obama has named a former Planned Parenthood staff as one of his top domestic advisors. Obama named Melody Barnes as his director of the Domestic Policy Council.

Barnes, who served in the upper echelons of the Obama campaign, is no stranger to promoting abortion.

She served on the board of directors of Emily’s List, a group that has spent nearly $250 million promoting pro-abortion candidates.

Barnes also served a stint as a member of the board of directors of Planned Parenthood, the nation’s largest abortion business that brought in over $1 billion in income the last fiscal year.

Legendary inventor, guitar player and recording artist Les Paul has died from complications from pneumonia. He was 94 years old.

Paul revolutionized the music scene with his solid-body electric guitar that he first built in the 1940s in his quest for a guitar with amplified sound. In 1952, Gibson Guitar company began production of the Les Paul guitar.

In an interview with Voice of America in 2007, Paul said he did not realize he was being a pioneer at the time, but did know that the “particular thing” he was looking for was not available. He marveled at how there were so many electric guitars in 2007- versus when there was only the one he invented. He noted how the guitar is the number one instrument in the world, but that when he was a child, it was the piano.

The Rock and Roll Hall of Fame says it is “safe to say that rock and roll as we know it would not exist without his invention.” The guitar bearing his name has been used by performers such as Eric Clapton, Eddie Van Halen and Jimmy Page. The Gibson Les Paul continues to be a top seller and preferred instrument of many musicians.

Paul was born Lester William Polfus in 1915 in the small town of Waukesha in the U.S. state of Wisconsin. He also was a pioneer in sound recording, developing techniques such as multi-track recording, echo delay and overdubbing.

He and his wife at the time, Mary Ford, were a popular performing duo with many hit songs, including Vaya Con Dios and How High the Moon.

Paul, a Grammy award-winning artist, was inducted into the Rock and Roll Hall of Fame and the National Inventors Hall of Fame. Recognized for a lifetime of achievements, Paul was honored with a 2007 National Medal of the Arts at a Washington DC ceremony hosted by then- U.S. President George W. Bush.

I’m surprised it took them this long. If it had been Palin and the right tossing rhetorical grenades, they might have gone to the mat to keep it in there, but as the ‘Cuda herself noted in her response to Obama last night, it ain’t just conservatives who are freaked out by these provisions. Eugene Robinson and Charles Lane at WaPo also concluded that having “outside” input into end-of-life decisions when the government’s desperate to cut costs could lead to abuse; Mickey Kaus and Camille Paglia have hammered The One about it too. And Obama’s done himself no favors trying to explain what he has in mind, as Tom Maguire reminds us. From an interview in April:

The committee, which has worked on putting together a bipartisan healthcare reform bill, will drop the controversial provision after it was derided by conservatives as “death panels” to encourage euthanasia.

And a stupid comment from the Boston Globe’s Foon Rhee, deputy national political editor, in a section named political intelligence. This blog has both complimented and insulted the Globe in the past. Hey Foon!! Who, other than you and other liberal interests, says the death panel provision ‘idea’ has been debunked??
Senate panel drops end-of-life provision

Though the idea that the health care overhaul bills call for “death panels” that would decide end-of-life care has been widely debunked, the Senate Finance Committee is dropping the controversial provision from its version.

The politically correct explanation from Grassley or others on dropping the provision from the Senate bill cites the risks, ‘misinterpretation of’ or ‘implementing incorrectly’. Is Foon trying to say public outrage had nothing to do with it? Probably. Sorry Foon, fear of an ass kicking in 2010 based on public outrage is the only reason it was dropped.

Just like gasoline prices falling from $4 or $5 per gallon to near the $2 level in the recent past was from massive declines in public consumption the faltering healthcare reform agenda of President Obama has been fueled by massive public outrage and opposition. Recall also that in the summer of 2007 shamnesty was defeated in Congress by the same pubic outrage. It is hoped that the collective learning curve of the general public will improve based on such information. If enough public pressure is applied the power brokers will submit. Keep it up folks!!

America’s Affordable Health Choices Act of 2009 (Introduced in House)

SEC. 1233. ADVANCE CARE PLANNING CONSULTATION.


(a) Medicare-

(1) IN GENERAL- Section 1861 of the Social Security Act (42 U.S.C. 1395x) is amended–

(A) in subsection (s)(2)–

(i) by striking `and’ at the end of subparagraph (DD);

(ii) by adding `and’ at the end of subparagraph (EE); and

(iii) by adding at the end the following new subparagraph:

`(FF) advance care planning consultation (as defined in subsection (hhh)(1));’; and

(B) by adding at the end the following new subsection:

`Advance Care Planning Consultation

`(hhh)(1) Subject to paragraphs (3) and (4), the term `advance care planning consultation’ means a consultation between the individual and a practitioner described in paragraph (2) regarding advance care planning, if, subject to paragraph (3), the individual involved has not had such a consultation within the last 5 years. Such consultation shall include the following:

`(A) An explanation by the practitioner of advance care planning, including key questions and considerations, important steps, and suggested people to talk to.

`(B) An explanation by the practitioner of advance directives, including living wills and durable powers of attorney, and their uses.

`(C) An explanation by the practitioner of the role and responsibilities of a health care proxy.

`(D) The provision by the practitioner of a list of national and State-specific resources to assist consumers and their families with advance care planning, including the national toll-free hotline, the advance care planning clearinghouses, and State legal service organizations (including those funded through the Older Americans Act of 1965).

`(E) An explanation by the practitioner of the continuum of end-of-life services and supports available, including palliative care and hospice, and benefits for such services and supports that are available under this title.

`(F)(i) Subject to clause (ii), an explanation of orders regarding life sustaining treatment or similar orders, which shall include–

`(I) the reasons why the development of such an order is beneficial to the individual and the individual’s family and the reasons why such an order should be updated periodically as the health of the individual changes;

`(II) the information needed for an individual or legal surrogate to make informed decisions regarding the completion of such an order; and

`(III) the identification of resources that an individual may use to determine the requirements of the State in which such individual resides so that the treatment wishes of that individual will be carried out if the individual is unable to communicate those wishes, including requirements regarding the designation of a surrogate decisionmaker (also known as a health care proxy).

`(ii) The Secretary shall limit the requirement for explanations under clause (i) to consultations furnished in a State–

`(I) in which all legal barriers have been addressed for enabling orders for life sustaining treatment to constitute a set of medical orders respected across all care settings; and

`(II) that has in effect a program for orders for life sustaining treatment described in clause (iii).

`(iii) A program for orders for life sustaining treatment for a States described in this clause is a program that–

`(I) ensures such orders are standardized and uniquely identifiable throughout the State;

`(II) distributes or makes accessible such orders to physicians and other health professionals that (acting within the scope of the professional’s authority under State law) may sign orders for life sustaining treatment;

`(III) provides training for health care professionals across the continuum of care about the goals and use of orders for life sustaining treatment; and

`(IV) is guided by a coalition of stakeholders includes representatives from emergency medical services, emergency department physicians or nurses, state long-term care association, state medical association, state surveyors, agency responsible for senior services, state department of health, state hospital association, home health association, state bar association, and state hospice association.

`(2) A practitioner described in this paragraph is–

`(A) a physician (as defined in subsection (r)(1)); and

`(B) a nurse practitioner or physician’s assistant who has the authority under State law to sign orders for life sustaining treatments.

`(3)(A) An initial preventive physical examination under subsection (WW), including any related discussion during such examination, shall not be considered an advance care planning consultation for purposes of applying the 5-year limitation under paragraph (1).

`(B) An advance care planning consultation with respect to an individual may be conducted more frequently than provided under paragraph (1) if there is a significant change in the health condition of the individual, including diagnosis of a chronic, progressive, life-limiting disease, a life-threatening or terminal diagnosis or life-threatening injury, or upon admission to a skilled nursing facility, a long-term care facility (as defined by the Secretary), or a hospice program.

`(4) A consultation under this subsection may include the formulation of an order regarding life sustaining treatment or a similar order.

`(5)(A) For purposes of this section, the term `order regarding life sustaining treatment’ means, with respect to an individual, an actionable medical order relating to the treatment of that individual that–

`(i) is signed and dated by a physician (as defined in subsection (r)(1)) or another health care professional (as specified by the Secretary and who is acting within the scope of the professional’s authority under State law in signing such an order, including a nurse practitioner or physician assistant) and is in a form that permits it to stay with the individual and be followed by health care professionals and providers across the continuum of care;

`(ii) effectively communicates the individual’s preferences regarding life sustaining treatment, including an indication of the treatment and care desired by the individual;

`(iii) is uniquely identifiable and standardized within a given locality, region, or State (as identified by the Secretary); and

`(iv) may incorporate any advance directive (as defined in section 1866(f)(3)) if executed by the individual.

`(B) The level of treatment indicated under subparagraph (A)(ii) may range from an indication for full treatment to an indication to limit some or all or specified interventions. Such indicated levels of treatment may include indications respecting, among other items–

`(i) the intensity of medical intervention if the patient is pulse less, apneic, or has serious cardiac or pulmonary problems;

`(ii) the individual’s desire regarding transfer to a hospital or remaining at the current care setting;

`(iii) the use of antibiotics; and

`(iv) the use of artificially administered nutrition and hydration.’.

(2) PAYMENT- Section 1848(j)(3) of such Act (42 U.S.C. 1395w-4(j)(3)) is amended by inserting `(2)(FF),’ after `(2)(EE),’.

(3) FREQUENCY LIMITATION- Section 1862(a) of such Act (42 U.S.C. 1395y(a)) is amended–

(A) in paragraph (1)–

(i) in subparagraph (N), by striking `and’ at the end;

(ii) in subparagraph (O) by striking the semicolon at the end and inserting `, and’; and

(iii) by adding at the end the following new subparagraph:

`(P) in the case of advance care planning consultations (as defined in section 1861(hhh)(1)), which are performed more frequently than is covered under such section;’; and

(B) in paragraph (7), by striking `or (K)’ and inserting `(K), or (P)’.

(4) EFFECTIVE DATE- The amendments made by this subsection shall apply to consultations furnished on or after January 1, 2011.

(b) Expansion of Physician Quality Reporting Initiative for End of Life Care-

(1) Physician’S QUALITY REPORTING INITIATIVE- Section 1848(k)(2) of the Social Security Act (42 U.S.C. 1395w-4(k)(2)) is amended by adding at the end the following new paragraphs:

`(3) Physician’S QUALITY REPORTING INITIATIVE-

`(A) IN GENERAL- For purposes of reporting data on quality measures for covered professional services furnished during 2011 and any subsequent year, to the extent that measures are available, the Secretary shall include quality measures on end of life care and advanced care planning that have been adopted or endorsed by a consensus-based organization, if appropriate. Such measures shall measure both the creation of and adherence to orders for life-sustaining treatment.

`(B) PROPOSED SET OF MEASURES- The Secretary shall publish in the Federal Register proposed quality measures on end of life care and advanced care planning that the Secretary determines are described in subparagraph (A) and would be appropriate for eligible professionals to use to submit data to the Secretary. The Secretary shall provide for a period of public comment on such set of measures before finalizing such proposed measures.’.

(c) Inclusion of Information in Medicare & You Handbook-

(1) MEDICARE & YOU HANDBOOK-

(A) IN GENERAL- Not later than 1 year after the date of the enactment of this Act, the Secretary of Health and Human Services shall update the online version of the Medicare & You Handbook to include the following:

(i) An explanation of advance care planning and advance directives, including–

(I) living wills;

(II) durable power of attorney;

(III) orders of life-sustaining treatment; and

(IV) health care proxies.

(ii) A description of Federal and State resources available to assist individuals and their families with advance care planning and advance directives, including–

(I) available State legal service organizations to assist individuals with advance care planning, including those organizations that receive funding pursuant to the Older Americans Act of 1965 (42 U.S.C. 93001 et seq.);

(II) website links or addresses for State-specific advance directive forms; and

(III) any additional information, as determined by the Secretary.

(B) UPDATE OF PAPER AND SUBSEQUENT VERSIONS- The Secretary shall include the information described in subparagraph (A) in all paper and electronic versions of the Medicare & You Handbook that are published on or after the date that is 1 year after the date of the enactment of this Act.

Glenlivet, 12 years old, single malt scotchIt frequently happens and did again today. For reasons escaping this blog’s understanding, except that the net produces unexpected events, a couple of items here have garnered unqualified traffic.

A previous post on a Sean Hannity and Friends Video, Radicalism in America has received a boatload of traffic yesterday (August 10, 2009). The trend continues today. While I don’t spend much time trying to determine cause and effect on these anomalies suffice it to say it brings some pleasure. Not for the traffic but the public interest in the topic.

The other anomaly for these days concerns traffic on the category ‘Gabrielle Giffords’. From a news search it appears she fears for her life at August recess town halls and has her crew trying to sustain the idea that all opposition to POLS at these events are contrived and paid for by the political opposition. Ya, sure Gabby, we all believe that.

Funny since mentioning this blog’s form email requests at www.whitehouse.gov and the staggering number of replies only received since Obamacare began to tank that trend has stopped since the hashtag stories hit the net. So Gabby, tell me, am I now on the Obama enemies list?

Sure, it is reasonable to assume some attendees at the recess town halls are part of an organized effort to oppose Obamacare, etc., etc. But not ALL of them. For Dems by party and liberals in general to discount the public outrage over politics in DC one has to subject themselves to a lobotomy.

For the current administration and Congress to draw this much heat from public opposition to their various agendas only serves to renew one’s faith that the American public will only take so much crap before there’s a price to pay. Can’t wait for the 2010 elections.

Short ‘my thoughts’ edition as I have some 12 year old, single malt, Glenlivet to inspect. We wouldn’t want to neglect due diligence on products imported to the good ‘ol US of A. Gotta help the feddle gubmint out from time to time. And I am seriously qualified at this sort of thing.
